The concept of sustainable development can not be effectively implemented with
the ignoring and lack of a cultural and value aspect, ultimately leading to the
impossibility of creating a general picture of world development along the lines of this
ideology, to significant difficulties in understanding of the principles of the sustainable
development concept. This excludes, first of all, the formation of a new human
consciousness, which is designed to change the attitude of a person to his or her own
needs and comfortable conditions of existence. This allows us to pay special attention
to the fact that an important effectiveness factor of public administration in the
implementation of the sustainable development concept is the relevant criteria that are
formed on the basis of a system of subjective values expressed in the ideology of the
public-state system, for strategic purposes – the policy course, concepts, political
attitudes and norms of the management system, behind which there are common
national-state interests.
This explains the relativity of the evaluation criteria of effectiveness, their
dependence primarily on the type of political system, as well as the specific historical
conditions in which it functions. Their totality constitutes a reacting mechanism for the
behavior of the state, as a community of people, to changes in the external environment
and its internal state, a system of control over external and internal processes of change.
At the same time, the ability of a subject of public power to combine a purposeful
impact on the community with the realization of its property to self-organization
remains one of the universal indicators of management effectiveness.
The implementation of the decentralization policy in Ukraine in terms of ensuring
the sustainable development of cities, territories and communities as favorable habitats
requires shifting of the emphasis from administratively approved plans to the territorial
development strategy, observing the principles of the universal approach, that is, for
all residents, including disabled people, women with children, the elderly, and the like.
For this, partnership, mutual co-ordination and inclusive participation of territorial
communities, local self-government bodies, civil society organizations and business
are needed. Development strategies at the local level should be formed in accordance
with the principles of openness, inclusiveness and scientific validity, while
simultaneously introducing a system of indicators for further monitoring and public
control in the implementation process. In particular, in the promulgated document
(“Sustainable Development Goals of Ukraine 2017. National Report”), the task is to
ensure the development and implementation of local development strategies aimed at
economic growth, jobs creation, development of tourism, recreation, local cultures and
production of local products. At the same time, as an indicator, an increase in the
percentage of people satisfied with the use of public services is proclaimed: the share
of the population, %: 2015 – n/a; 2020 – 40; 2025 – 50; 2030 – 80 [25].
