It is necessary to point out positive changes in the public administration system
aimed at its modernization and increase of openness, transparency and efficiency of
the activity of the authorities (local self-government bodies), improvement of the
institutional environment, including those of legislative and legal nature. However,
there is a discrepancy between the potential of the public administration system and
the strategic goals of social and economic development equally at the state, regional
and local levels. This is evidenced by a number of internal systemic problems,
including the high sensitivity of the economy to changes in the external economic
environment, the growth of social tension, the disbalance of social and economic
processes, the long transition to an innovative socio-oriented economy, as well as the
assessments carried out by international non-governmental organizations (World Bank,
Transparency
International,
International
Institute
for
Management
Development,World Economic Forum etc.). Thus, according to the WGI (Worldwide
Governance Indicators), calculated by the World Bank to assess the effectiveness of
public administration, Ukraine is still at the bottom of the rating (according to the value
of the indicator, the countries are ranked on a scale from 0 (min) to 100 (max)), with
most of the indicators involved in calculating the WGI index having negative trends.
CONCLUSION
In the theoretical and methodological context, sustainable development should be
a manageable process based on a systematic approach and comprehensive application
of modern information and communication technologies that allow the dynamic
prediction and modeling of various options for development directions. The
reconciliation of all views and approaches and their implantation to reality in the form
of specific measures to achieve the stable development of the economy is a task of
enormous complexity, since all three elements of sustainable development – economic
growth, social welfare and environmental protection – should be considered in a
balanced way. The management imperative can be considered as a key determinant
that will allow effective implementing of the SDGs.
The management processes for sustainable development must adequately take
into account the specific features of a certain phase of macroeconomic processes
development, coherence in the work of markets, the internal environment and be
guided by the basic need – to support the continuity of the development process and
focus on quality. Therefore, in the concepts of management systems, it is necessary to
take into account development prospects, adjusted for common megatrends and use
knowledge about the features of previous phases of development/decline, economic
phases of the external environment (experience accounting), dynamic changes in the
internal environment.
