Summing up, it should be noted that at present Ukraine is modernizing the sector
of public administration. Transformations are directed, first of all, to the creation of
institutional foundations, oriented to the formation of a fundamentally new in terms of
quality system of public administration. It is important to involve all stakeholders in
the management process: government, business and civil society structures, human
capital development, improving the quality of life for citizens, the establishment and
formation of one of the most important institutes of modern society – the institute of
local self-government. In the changing Ukrainian realities, successful work today
depends not only on a rigid organizational structure and administrative management
but, first of all, on the presence of a strategic vision of the regional and local elite,
flexibility in the perception of processes and phenomena and the search for solutions
to complex problems, openness to changes based on application of modern theoretical
and methodological approaches and means of communication and information support.
