ANALYSIS AND ASSESSMENT OF INVESTMENT SAFETY
OF UKRAINE
Introduction. Actual problems of the present day in the context of strengthening
the economic safety of the state include a reduction of investment and innovation
activity, ineffective use of intellectual potential, insufficient pace of reproductive
processes, overcoming structural deformation in the economy, etc. But only a
competitive innovation economy based on highly educated citizens and the latest
technologies and ever-increasing intellectual potential guarantees the country's
economic safety in a strategic issue. Considering the investment component of the
economic safety of the state is important from the point of view of the Ukraine’s
economy interests. The very fact that Ukraine is now experiencing not only a deep
socio-economic crisis but also an investment crisis is reinforcing this position.
The analysis of bibliographic sources confirms that the issue of investment safety
is a subject for scientific discussions of modern domestic and foreign scholars. Some
of its provisions become the subject of legal relations at the legislative level. However,
the main characteristics, the place, role and criteria for assessing the state of investment
safety are not clearly defined in the scientific literature. The issues as creating a real
mechanism for ensuring investment safety, the revision of its variative methodology
for its diagnostics at the state level etc. require a thorough reconsideration.
Taking this into account there is a need for scientific and methodological research
aimed at determining the essence of the investment safety of the state, distinguishing
the specifics of its subjective provision, diagnosing factors that determine the
emergence of threats and conducting an assessment of Ukraine's investment safety as
a subsystem of national economic
safety.
Essence of investment safety of the state and its subjective providing.
Analytical review of the generally recognized scientific approaches to the
interpretation of the term "investment safety" shows contraversity of the research of
the issue. In our opinion, this is due to the immaturity of economic safety as a science,
the lack of systematic developments, as well as the limited legal interpretations of the
safety thesaurus, which are imperative and are the basis for the public perception of
certain security events.
