- intensification of migration processes as a result of hostilities;
- the destruction of the economy and life support systems on the temporarily
occupied territories, the loss of their human potential, the illegal export of productive
assets onto the territory of Russia [10].
Threats to investment safety at the legislative level are considered within the
financial sphere and are enshrined in the Concept of ensuring national safety in the
financial sphere. The authors of the document among the phenomena and factors that
may lead to the implementation of external threats to national safety in the financial
sector include: limited access to international financial markets; significant dependence
on export-import activity; the deterioration of foreign trade, the growth of the balance
of payments deficit, in particular in current operations accounts; significant
dependence on external creditors; the impact of global financial crises on the financial
system of the state. Among the detonators of the state of financial safety of internal
origin one can determine: uneven distribution of tax burden on business entities, which
leads to tax evasion and capital outflow abroad; the outflow of capital abroad owing to
the deterioration of the investment climate; low level of budgetary discipline and
imbalance of the budget system; increase in the volume of public debt; shadow
economy; insufficient level of gold and foreign exchange reserves; a significant level
of dollarization of the economy; significant fluctuations of the exchange rate of the
national currency, not due to the effect of macroeconomic factors; weak development
of the stock market, in particular as regards the application of the mechanisms of
accounting and transfer of ownership of securities, as well as ensuring the protection
of investors' rights on the stock market; insufficient level of capitalization of the
financial system [5].
The aggravation of destructive factors contributing to the emergence of threats
leads to the destructive impact of security objects, which in fact characterizes the state
of danger. In the classical sense, the security environment is bipolar and the most
contrasting and determining states are the state of safety and danger. When the former
is characterized by comprehensive capabilities and prospects, the latter identifies the
inevitable losses.
At the same time, it is stated in the State Standards of Ukraine "Labor Protection"
[2] that danger is a potential source of harm, which, in our opinion, is an argument
against the objective side of the phenomenon of the danger which means an adverse
effect beginning.
Such considerations are expressed by V. Zaplatinsky, who insists that the danger
is the possibility of circumstances under which material, field, information, or their
combination may thus affect a complex system that may lead to deterioration or
inability to operate and develop [3]. In this sense, the "danger" is reduced to an
intermediate stage of the destructive factors, which contradicts its real illustration, as
