management interaction with all economic actors, in order to find more effective forms
of providing public services in in terms of limited resources [3].
Global goals for sustainable development were not taken by the closed door and
are not limited to the United Nations or the member states of the Organization. The
process of formulating the Goals was open, public organizations, volunteer groups,
foundations, local communities, socially vulnerable groups, young people and any
interested persons could be involved. Localization of the sustainable development
goals, their implementation and monitoring are also based on the principle of openness.
Therefore, in order to attract as many parties as possible to this process, the UN has
initiated activities at the state level to discuss and consult with a wide range of
stakeholders, groups and organizations [4].
Recall that the purpose of sustainable development goals is to ensure that
development has a positive impact on the poorest and marginalized groups of the
population. Progress depends on the concerted efforts of Governments and all
stakeholders, including civil society organizations, non-governmental organizations
and other actors. Therefore, one must agree with the thesis that global Sustainable
Development Goals really become a common program for everyone.
In practice this means that there are many options for participating in the
implementation of such a program: the consultation and definition of new policies and
programs, the implementation of specific goals, the impact on the cultural and
behavioral stereotypes change, and many other opportunities for the transformation of
potential of the sustainable development goals.
At the national level, civil society organizations play a decisive role in turning
global programs into national priorities, working through numerous branch networks
and their members. In turn, they guarantee that these national priorities reflect local
needs based on real life indicators of people with the help of their supporters and
citizens with whom they work.
In addition, non-governmental organizations play a decisive role in working with
governments in implementing programs, providing services, conducting research,
ensuring that governments are accountable for their commitments and advocating for
change, including in the context of the Sustainable Development Goals [5, 6].
At the same time, modern global changes give the grounds for arguing that in the
conditions of globalization, the peculiarities of interaction between the main spheres –
business, government and civil society organization – have certainly changed
dramatically. This trend was obviously due to the deepening of the sectoral link and
the assimilation of basic functions, which were catalyzed by global transformation
processes.

as TNCs, national states and civil society actors will determine the scenario of probable
