As for the kind of government-CSOs relationship, in this case, civil society
organization are the foundation of building a democratic system. After all, the
transparency of the CSO reporting increases the public's trust in them, thus provoking
support from the government because of cooperation with civil society organizations.
As R. Beckers and D. Verkaik note [9], high levels of trust in CSOs are
characteristic for developed countries, especially for Austria, Germany and the
Netherlands, where civil society organizations have a very positive social image. In the
post-communist countries, the image of CSOs and their credibility is rather low, but
still higher than in Scandinavian countries such as Denmark, Sweden and Finland.
From the point of view of state policy development, R. Beckers and D. Verkaik
consider civil society organization as valuable partners in disseminating profound
expertise based on trials of innovations in the field of social services and promoting
citizen participation. In addition, in their view, the work of the CSOs, both individually
and in combination with the private sector, often complements state assistance in
providing a wide range of services to the population [9].
The positive aspect in the collaboration of international organizations with CSOs
is the good knowledge and experience of the local level that can help international
organizations to effectively develop their own policies or strategies. Beneficiaries can
benefit from the results of international organizations. Thus, the results of IO programs
will be more effective and directed at the target audience of the participants [9].
It is clear that the participation of CSOs in global governance depends both on the
sphere of influence and on cooperation with the relevant international institution.
However, it should be noted that the power, sustainability, influence and structure of
civil society organization depend on a large extent on the social, cultural and economic
"background" of the country.
