It should be emphasized that on September 25, 2015, United Nations Member
States agreed on 17 Sustainable Development Goals (DCAs) within the Development
Agenda for the post-2015 period. The CSRs built on the basis of the Millennium
Development Goals, a global program implemented from 2000 to 2015, will guide us
towards the implementation of the foundations of sustainable development at the global
level by 2030. For the bodies of local and regional self-government around the world,
the adoption of the CSR was a significant event. Even before the final approval of these
17 goals, the very comprehensive nature of the adoption process for the post-2015
agenda marked a major victory for all stakeholders [14].
Throughout this process, the United Cities and Local Authorities (UCLG), acting
as the coordinator of the Global Working Group of Local and Regional Authorities,
supported the adoption of a separate goal for environmentally sound urbanization,
urging that all objectives and objectives should take into account different conditions,
opportunities and challenges existing at the sub-national level [14].
As the practice of different countries, particularly in Ukraine, shows that local
implementation of sustainable development goals is not possible without the
participation of civil society organization. So, National Consultations "How Can Civil
society organization in Ukraine Support the Implementation of the Sustainable
Development Goals?" were held on the International Volunteer Day in 2015. The
initiators were the United Nations Office in Ukraine, UN Volunteers and the GURT
Resource Center. 293 participants in 11 cities worked together to highlight the highest
priority of sustainable development goals for Ukraine. They have also argued why
these goals are the most important that civil society has already managed to achieve
these goals and what else to do [15].
We should mention those priority sustainable development goals for Ukraine,
which were chosen by the participants of the national consultations. Among them were
chosen: comprehensive and high-quality general education and the promotion of
lifelong learning for all categories of the population; promotion of universal and
sustainable economic development, employment of the population and the introduction
of decent working conditions for all segments of the population; ensuring a healthy
lifestyle and promoting the well-being of the population of all ages; building a
sustainable infrastructure and promoting the sustainable development of
industrialization and innovation; promoting the development of just, peaceful and open
societies as well as effective and transparent institutions at all levels of government;
ensuring comprehensive and high-quality general education and encouraging lifelong
learning for all categories of the population.
From the standpoint of the educational and scientific activities of the authors, the
research interest of the last of the indicated program tasks is of interest. In our opinion,
the priority of this Objective is determined primarily by its decisive nature (high level
