to 12 billion euros, the average transaction size decreased to 174 million euros. The
largest international PPP investment projects in 2015 on the European space were the
airport in Istanbul (Turkey) worth 6 billion euros; two medical campuses in Turkey
(the Bilknet Healh and the Etlik-Ankara health campus) worth 1.1 billion euros each;
a seaport in France worth 863 million euros [8].

The ranking of the volumes of international investment in PPP projects in Europe
showed that Turkey was the leader in this field (8.2 billion euros) in 2015, with the
United Kingdom and France, almost four times apart. But in 2016, the largest PPP
market in Europe was the United Kingdom as to the volume of international investment
with a total volume of 3.8 billion euros and the number of projects invested - 28
transactions versus 15 in 2015 [11].
Sectoral statistical analysis shows that the largest volumes of international
investment in PPP projects have been made in the infrastructure sector (12 contracts
totaling 9 billion euros), the second place is healthcare (10 contracts worth 4.2 billion
euros), the third place is the education sector, in which 15 agreements were signed in
2015. In turn, in each of the industries there are several major operators of the world-
class - transnational companies (TNCs), whose investments are dominant in the
sectoral PPP market. For example, in the communal sector such companies are Violia,
Suez, and others [11]. At present, the following companies are the largest operators of
toll roads in the world: MIG/Macquarie Bank (Australia); ACS Dragados / Iridium,
Ferrovial / Cintra, Sacyr Vallehermoso, Abertis / La Caixa, OHL (Spain); Vinci /
Cofiroute (France); Hochtief (Germany); Cheung Kong Infrastructure (Hong Kong);
Laing / Equion (United Kingdom) [12].
Based on the sectoral analysis of international investment in PPP projects in
developed countries, it can be concluded that each country has its own priority direction
