for the use of PPP projects depending on the state policy and socio-economic
development: in the USA it is a transport infrastructure, in particular, roads, in the
United Kingdom - protection health and education, in Italy, Canada and France - health.
In Germany, for example, the development of international investment in PPP projects
in the social sector takes place mainly in areas related to school issues (29.5%); then
there is sports, tourism and recreation (28.3%); transport and infrastructure projects
(19.2%) and administrative projects (14.8%) [2,8].
The United Kingdom is the undisputed leader in Europe in terms of the number
of PPP transactions, as its economy, according to the results of 2014, accounted for 44
out of 112 PPP projects in general in the EU. From 1990 to 2014, the United Kingdom
share in the total number of projects in the PPP was 69.1%, and at their cost - 61.5%.
In 2016, the second largest stage of the PPP project was completed - a package with a
fixed wing worth almost 1.5 billion euros [8]. According to statistics, on March 31,
2016, 716 PFI and PF2 projects were submitted to the United Kingdom, of which 686
were under exploitation, which is 9 projects beyond 2015; the total investment cost of
PFI and PF2 projects amounted to 59.4 billion pounds, compared with 57.7 billion
pounds, indicating an increase in activity after a significant recession from the onset of
the global financial crisis (Figure 3).
