number of publications on the "green" economy affect its external attributes. On his
opinion, the internal mechanisms of the formation of economic systems in transition to
a new state of the society remain less explored, which determines the urgency of this
research.
Current approaches of formalizing the model of "green" economy in Ukraine are
based on directing investment resources to the development of "key" sectors of the
economy, which should provide its gradual "green" growth, namely agriculture,
forestry, fishery, energetics, building, transportation, IT technology and tourism. Some
approaches are based on the macroeconomical division of the economy or on the
experience of other countries [Potapenko 2012; Prushkivska 2013, 186; Romanenko
2016, 118; Bublyk 2016; Gura 2017]. On the background of the lack of conceptual
clarity concerning development of "green" economic model in Ukraine it is necessary
to admit that the processes of transformational changes in the economy aimed at
forming an effective environment for "green" growth are not completely studied yet.
Conceptual basics of the model of the «green» economy in Ukraine. The
paradigm of transformational changes in the economy is based on identifying
institutional, technical-technological and socio-economic preconditions, the key point
among which is given to institutional ones [Burkinsky et al. 2011, 25]. The analysis
allowed formulating preconditions of transition intensification to a "green" economy
in Ukraine (Fig.1).
"Green" growth of economy in Ukraine can be accelerated by elimination of
existing institutional contradictions and strengthening of control over the strategic
guidelines implementation. In particular, analysis of performance indicators of
Strategy of State Environmental Policy shows the poor performance of some
provisions: the concept of implementation in Ukraine of a Cleaner Production, the
concept of the 10-year framework of Sustainable Consumption and Production with
the further approval of relevant strategies and national action plans were not adopted
until 2015. By 2035, a new draft of Energy Strategy of Ukraine [26] provides the
reduction of energy intensity of gross domestic product to a level of 0.12 kg of oil
equivalent per 1 dollar GDP of Ukraine and ensuring of the share of renewable energy
to 20%. This increases quantitative differences with the planned indicators of the
abovementioned strategy.
Transition from the "brown" to "green" economy requires strengthening of
processes of natural capital reproduction on the background of a long-term economic
growth. Creating a new type of the economy requires gradual transformation of
economic structure and modification of business entities’ interaction in the forms that
ensures economic growth within environmental boundaries. Formalizing of the "green"
