The need to attract foreign investors led to the abolition of "local" component,
which determined the proportion of the power facilities components of Ukrainian
origin. It was accepted in combination with 5-10% premium for feed-in tariff when
using Ukrainian equipment. Still, it is necessary to admit the current threat of rapid
"greening" of the Ukrainian economy based on foreign technologies.
Thus, changing circulation directions of material flows, human labor and capital
in the sectoral structure of the economy causes reduction of the nature exploitation
industries, development of new "green" sectors and increasing the share of industries
that operate on renewable natural capital. The phase transition to a new state of the
economy stipulates transformational changes in its territorial and organizational
structures too. This must be further investigated and taken into account when
developing the model of "green" economy in Ukraine. Changes in the organizational
structure of the "green" economy are determined by growth of small innovative
business and gradual transition of companies to private and mixed ownership.
According to legal forms, the largest share of electricity producers working with the
feed-in tariff in Ukraine is occupied by limited liability companies and public joint-
stock companies [Sukhodolya et al. 2014, 78]. One more promising direction is the
creation in Ukraine of energy cooperatives which can combine efforts of separate
communities to ensure their energy independence due to the local fuels.
Changes in the territorial structure of the economy towards "green" growth are
determined by transformational changes in linkages between industries, their ratio and
placement features. Acceleration of economic growth in Ukraine on the innovation
basis can be achieved through integration forms of communities, science and
production, which provide cooperative linkages on the basis of consumer and industrial
symbiosis and "smart" specialization at the territorial level (Fig. 4).
