Mutual interest of the parties of cooperation promotes its permanent and effective 

development. Diversification of international cooperation, from the intensification of 
tourist flows, scientific and educational, sports, cultural activities to geopolitical, 
environmental, social projects and the provision of general security in Europe, deepens 
and strengthens such cooperation. It is precisely the presence of Ukraine's and France's 
counter-interest in international cooperation that has been logically followed through 
the integration of our country with the European Association

. 

Note that not every international cooperation is transformed into a strategic 

partnership, which implies the presence of non-counter-interest and common interests, 
the main ones for Ukraine and France are depicted in Fig. 2. 

Strategic partnership is a cross-border interstate action through the pooling of 

efforts, the achievement of vital areas of cooperation, determined by the mutual 
willingness of the parties to consider each other's interests, the availability of effective 
mechanisms for implementing cooperation, discipline of partnership relations
