The scientists of the National Institute of Modern Research determine strategic 

partnership as a type of inter-state relations, built as a coherent system of interaction 
between states in pursuit of common strategic objectives, interests and goals. Unlike 
the allied relations, strategic partnership, in their opinion, does not provide for a rigid 
system of political, economic, humanitarian or security obligations [2].

 

Taking into account the goals, the principles of strategic partnership, in a broad 

sense, such a form of international cooperation can be defined as a system of interaction
