Figure 11. Commodity structure of export / import of Ukraine - France in 2017

The data presented in Fig. 10 indicate a lack of equivalent trade between Ukraine
and EU countries. In particular, most of Ukraine's exports to France in 2017 consisted
of goods with low added value - agricultural products, food industry, and light industry
goods. At the same time, almost 80% of imports from France to Ukraine are
technological goods with high added value (vehicles: aircraft, cars, vessels, chemical
products, nuclear reactors, equipment), that is, according to the structural analysis, the
commodity exchange is not paramount, that demonstrates Ukraine's effective vectors
for the development of the national economy.
In terms of value creation, the export structure, as in Fig. 10, can be called
primitive - such that does not stimulate the national economy to economic
development. The coefficient of technology (as a share of high-tech products in the
total volume) of Ukrainian exports is 0, 9%, and imports - 20,6%, which is 22,8 times
higher than the same rate of export to Ukraine, which also indicates an inequivalent
trade.
The question of whether Ukraine remains an agrarian country in the scientific
environment today is debatable, which is a priori already false. Agriculture needs
development, but modernized, science-intensive, that will ensure a significant increase
in labor productivity and profitability. Аt the same time, the agrarian sector of the
economy should not be accentuated in the specialization of the country. The same
applies to ferrous metallurgy, the share of which in export of the country together with
agricultural products is almost half. The lack of parity in Ukraine's foreign economic
cooperation leads de facto not only to economic dependence on technologically
advanced countries of the world, but also to the danger of transforming the country into
a raw material and agricultural appendage of the world economy that will not provide
the desired well-being of society. Eric S. Reinert consistently, logically and
convincingly presents this idea: «No country has ever risen from poverty without an
innovative system» and form in strategic advice for the effective development of
