century, it should be said that education, in general, and legal, in particular, can not
stand aside innovations.
To date, the qualification of a lawyer, in particular a lawyer, requires not only
practical skills, as in the rhetorical speakers of ancient Rome, not only the theoretical
knowledge taught in their scholarly treatises by contemporary philosophers. The
profession of a lawyer should cover a significant layer of educational material located
in various fields of scientific knowledge. The educational process of training a lawyer,
in particular a lawyer, should not be limited only to theoretical knowledge and practical
skills in jurisprudence. A highly qualified legal professional should be familiar with
the main new trends in the development of science and innovation in many sectors of
the national economy. But first of all, special attention should be paid to the formation
of the highest moral qualities of a lawyer, first, as a person, and, secondly, as a
professional.
Legal education and formation of traditions of the law school in the Imperial
Novorossiysk University (Odessa National University named after II Mechnikov)
1865-1917. as an important stage in the development of the professional skills of
Odessa's attorneys. The beginning of the legal education in Odessa dates back to 1817
with the formation of the Richelieu Lyceum, where students aged 16 to 18 studied
natural and popular law. Under the new Charter of May 29, 1837, lyceum classes
actually became a separate educational institution, in composition and rules very close
to universities. In the lyceum classes, professors were taught, in the gymnasium classes
- teachers. At the Lyceum, branches (physico-mathematical and legal) were
established, having the character of university faculties.
The Imperial Novorossiysk University opened the doors for the first students on
May 1 (13), 1865, as part of three faculties - the History, Philology, Physics and
Mathematics and Law, and in 1900 the fourth - the Medical Faculty - was founded.
And in September 1865 the first academic year of the Imperial Novorossiysk
University began, which, in fact, became the legal successor of the Richelieu Lyceum.
Almost from the first decade of its existence Novorossiysk University became the
flagship of science and higher education, played a significant role in the social life of
the city and the region.
When considering the reasons for the establishment of the Imperial Novorossiysk
University in Odessa, one must not lose sight of the foreign policy factor, namely,
rivalry between Russia and Austria for influence on the Balkan peoples [2, p. 49]. The
Habsburg lands have long been functioning universities: in Ljubljana (since 1596),
Budapest (since 1635), Zagreb (since 1669). Even a small and weak Greece was able
to open a university in 1837 in its capital. Universities appeared in Romania
immediately after the unification of the two principalities, first in Iasi (1860), then in
Bucharest (1864), and also in Belgrade (1863). After Jass, Belgrade and Bucharest, it
