Improving interregional economic cooperation between Ukraine and neighboring
countries in the context of current political and economic trends involves changes that
should take place in the area of planning, employment of the population of the country,
promotion of products, communications between government and business, authorities
and the population, knowledge management [14]. In this context, it is important to
focus on cooperation with an active, progressively-minded population; to search for
common ideas on solving complex socio-economic problems, the formation of a new
paradigm and the order of solving problems, ways of eliminating obstacles to realizing
the potential of Ukraine's development in the current political and economic
conditions.
The prerequisites for the development of interregional economic cooperation
between Ukraine and neighboring countries – EU countries in the context of current
political and economic trends are the dissemination of certain formal rules of conduct
in Ukraine, interaction with business partners that will enable them to build safe and
effective (in political, economic, cultural , social, ecological aspects), the relationship
between European partners, the promotion of human rights, the consolidation of
democracy, the principles of social justice and ensuring the well-being of the country's
population.
Taking into account the threat to Ukraine's economic security, due to its
dependence on Russia as a transit country of Russian gas, an important prerequisite for
effective cooperation with EU countries is the use of opportunities for cooperation
between Ukraine and the EU in the energy sector, enshrined in the association
agreement [11], which covers Five Spaces of Bilateral Cooperation:
1.
Nuclear safety.
2.
Integration of electricity and gas markets.
3.
Increased security of energy delivery and transit of hydrocarbons.
4.
Structural reform, increasing safety and environmental standards in the coal
industry.
5.
Efficient use of energy raw materials.
It is in the context of these cooperation areas that the integration of the Ukrainian
gas transmission system into a pan-European one should form the basis for the
perception of Ukraine's interests as a gas transiter as the common interests of the EU
countries, especially in relation to the western neighboring countries of Ukraine. Under
these circumstances, the stability of the loading of the Ukrainian gas transportation
system becomes an integral part of the EU energy security system and will be able to
be secured through an instrument of international politics, which will be the subject of
not only Ukraine, but also EU countries and central authorities and diplomats of the
European Union.
