THE ANALYSIS OF DEVELOPMENT OF BUSINESS ENVIRONMENT
OF UKRAINIAN REGIONS: PROBLEMS AND PROSPECTS
Introductory. Ukraine has a significant territory and an extremely diverse
cultural and mental features of doing business in its different regions. The development
of a methodology for analyzing the national business environment has not only
theoretical, but also eminently practical significance, which is associated with the
determination of the level of development and characteristics of the business
environment in various regions of the country and the creation of a holistic picture of
the country's business environment. The analysis will allow us to form an effective
policy of the spatial development of the country, taking into account the imbalances in
the development of the business environment of the regions of Ukraine.
Features and regularities of the functioning of the business improvement district
in different countries are reflected in the works of such foreign scientists as Ursula F.
Ott [1], Friedrich Hayek [2], A. Chukhno [3], and others. The formation of the business
improvement areas in the context of the development of the information environment
was studied by S. Scarlett [4] , O. Finigina [5]. The business environment was viewed
through the prism of cultural-mental concepts of R. Lewis [6] . Modern authors - such
as I. Mazur [7] , I. Voronchak [8] and others complement and reveal the
outlined problems.
The purpose of the study is to develop a methodology for analyzing the level of
development of the business environment of Ukraine and for conducting a
comprehensive assessment of the business environment. The method will allow to
obtain a quantitative criterion of differentiation of regions, with the aim of verifying
economic, innovation, environmental, social policies, determining the scope of
targeted financing of regions, clusters, created not on a sectoral, but a territorial basis.
The results of the assessment will create conditions for conducting a regional
comparison and will allow to substantiate the obtained results, to develop and
implement policies at both the regional and state levels corresponding to the specific
features of each territory or region.
