tourism, environment, information society, gross regional product, activity of
enterprises, domestic trade, capital investment, agriculture, hunting and forestry,
fisheries, industry, construction, transport, communications, the Uniform State
Register of Enterprises and Organizations of Ukraine, foreign economic activity,
prices, science and innovation. Here is a list of the main socio-economic indicators of
the regions, the State Statistics Committee determines: population size, number of
people engaged in economic activities, disposable income of the population per person,
population expenses per person, average monthly wage, consumer price index, gross
regional product, volume sold industrial products, (goods, services), agricultural
products (including crop products and animal products), public housing, retail sales of
enterprises, export and import of goods and services, financial results before taxation
(profit / loss), capital investments [6, p.16-19].
The Department of Regional Development of the Ministry of Regional
Development, Construction and Housing and Communal Services of Ukraine
(hereinafter - the Ministry of Regional Development) conducts and publishes quarterly
and annual rating assessments of the socio-economic development of regions [7]. This
assessment was founded in 2015 to monitor indicators and assess the achievement of
the goals of the state regional policy, defined in the Law of Ukraine No. 156-VIII dated
February 5, 2015. “On the Principles of State Regional Policy” [8]. The list of
indicators for evaluation and monitoring, in turn, is determined by the Resolution of
the Cabinet of Ministers of Ukraine No. 856 of 10/21/2015 “On Approval of the
Procedure and Methodology for Monitoring and Evaluating the Effectiveness of the
Implementation of State Regional Policy” [9] (hereinafter - Resolution No. 856). A
feature of this method (which is used by the Ministry of Regional Development) is that
the regions are evaluated quarterly on 27 indicators in 6 directions and annually on 64
indicators in 12 directions. Based on the assessment results, the rating of regions is
determined. Indicators of a quarterly assessment of development and rating of regions
are grouped in the following areas: economic efficiency, investment development and
foreign economic cooperation, financial self-sufficiency, labour market efficiency,
infrastructure development, renewable energy and energy efficiency. Indicators of the
annual assessment of the development and rating of the regions are grouped by the
following areas: economic and social cohesion, economic efficiency, investment and
innovation development and foreign economic cooperation, financial self-sufficiency,
small and medium-sized business development, efficiency of the labour market,
infrastructure development, renewable energy and energy efficiency, accessibility and
the quality of services in education, the availability and quality of services in health,
social Real protection and safety, rational use of natural resources and environmental
quality.
