Rating assessment is carried out by comparing the deviation of the indicators for
each specific region from their best values by region for the corresponding (reporting)
period and the corresponding ranking of regions from 1st to 27th place. Rating
assessment is carried out on the basis of calculating the relative deviations of the
indicators of each region and the maximum and minimum values of such indicators in
other regions. Next, the arithmetic average value of the sum of rating of a specific
region is determined for all indicators of the annual assessment, which characterize a
separate activity. According to the results of the calculations, the integral rating is
determined as the arithmetic average of the sum of the ratings of a particular region in
all areas [9]. As a result, it is the rating indicators that are considered as indicators of
the effectiveness of regional management, managerial decisions at the central and local
levels, the determination of priorities and the strategic planning of regional
development.
The Department of Economic Strategy and Macroeconomic Forecasting of the
Ministry of Economic Development and Trade of Ukraine (hereinafter - the Ministry
of Economic Development) conducts (starting from 2015) an analysis of the condition
and trends of economic and social development of the regions (administrative and
territorial units) of Ukraine in accordance with the Regulation on the Ministry of
Economic Development and Trade of Ukraine approved by the resolution of the
Cabinet of Ministers of Ukraine of 20.08.2014 No. 459 [10] and a number of
instructions of the Cabinet of Ministers of Ukraine. It should be noted that until 2015,
the Ministry of Economic Development conducted a similar assessment quarterly and
annually (based on the available official statistics and information from ministries,
other central and local executive authorities) in accordance with the decrees of the
Cabinet of Ministers of Ukraine dated 09.06.2011 No. 650 “On the introduction of
assessment of the performance of the Council of Ministers of the Autonomous
Republic of the Crimea, regional, Kyiv and Sevastopol city state administrations” [11]
and of 09.04.2012 No. 335 “On introducing changes Annexes 1 and 2 to the Procedure
for the assessment of the Council of Ministers of the Autonomous Republic of Crimea,
results of operations, regional, Kyiv and Sevastopol city state administrations” [12].
Now the Ministry of Economic Development is monitored monthly (progressive total
from the beginning of the year) and annually (at the end of each year). The assessment
is carried out in the following areas: industrial production, agricultural production,
capital investment, foreign direct investment, foreign trade in goods (export and
balance), consumer prices. Not only the indices of regional indicators are evaluated
(increase or decrease in values relative to the previous year), but also the region’s share
in national indicators and the region’s contribution to the increase / fall in the
corresponding general indicator during the relevant (considered) period [13].
