In December 2017, the Ukrainian government introduced a new methodology for
assessing the socio-economic development of regions, based on the measurement of
two main indicators annually - the regional human development index and the regional
competitiveness index. On December 20, 2017, the Resolution of the Cabinet of
Ministers of Ukraine No. 1029 “Some issues of improving the monitoring system and
evaluating the effectiveness of the implementation of state regional policy” [14]
(hereinafter referred to as Resolution No. 1029) was adopted. The resolution contains
four regulations: the procedure for calculating the regional competitiveness index;
methodology for calculating the index of competitiveness of regions; the procedure for
calculating the index of regional human development; methodology for calculating the
index of regional human development.
The methodology for calculating the regional competitiveness index and the
methodology for calculating the regional human development index are as close as
possible (respectively) to the European Commission's methodology based on the
European Regional Competitiveness Index (EU Regional Competitiveness Index for
2013, with changes in 2016 [15]) and the human development index calculation
methodology UNDP (Human Development Index at the end of 2016 [16]) and take
into account the existing practical experience of leading scientific institutions of
Ukraine in this area (in particular, the National Academy of Sciences of Ukraine, the
Board of the State Statistics Committee).
Decree No. 1029 states that the introduced methodology for calculating the
indexes of regional competitiveness and regional human development is an
improvement of the monitoring system and evaluation of the effectiveness of the
implementation of the state regional policy, and does not cancel the previous
methodology approved by Resolution No. 856. Decree No. 1029 determines that the
index is calculated by the Ministry of Regional Development based on the available
official statistics (State Statistical Committee), as well as information provided by the
ministries (Ministry of Finance, Ministry of Social Policy, Ministry of Education and
Science), other central executive bodies, the National Bank, regional administrations
on the list of indicators determined in accordance with the approved procedures and
methodologies for calculating indices [14].
The main components (indicators and research directions) to determine indices
(according to Resolution No. 1029):
– regional competitiveness index – 54 parameters are used (including those
obtained from the results of interactive and / or questionnaire surveys), which are
grouped into 10 areas: economic stability; infrastructure; health care; quality of pre-
school, out-of-school, general secondary education; the quality of higher education and
vocational training; labour market efficiency; market size; technological readiness;
proper business conditions; innovations;
