– regional human development index – 8 parameters are applied, which are
grouped in three areas: long and healthy life; well-being and decent working
conditions; education.
According to experts, this new methodology for assessing the socio-economic
development of regions, which now actually underlies the methodological support for
monitoring regions for regional information management, contains new components
and is distinguished by a complex multi-level approach to the calculation of the final
index rating.
Thus, the use of a multi-level approach to the calculation of the integral indicator
of competitiveness and rating of regions by the level of competitiveness involves
several stages. At the first stage, the level of development of the region is determined
(based on the calculation of the ratio of the gross regional product per capita of the
relevant region to the gross regional product per capita for the country as a whole, in
percent) and the grouping of the regions (divided into 5 groups), depending on the
demonstrated level of development (based on the determination of the size of the lag
or excess of the values of the calculated indicator of the region from the average level
in Ukraine). At the second stage, the standardization of the values of indicators is
carried out and the bringing of absolute and relative indicators in accordance with a
single system of measurement. The third stage involves the calculation of all (ten) sub-
indices of regional competitiveness by groups of indicators, taking into account the
weighting factors in accordance with the level of development of the region. At the
fourth stage (using the method, which was called RADAR), the integral index of
competitiveness is calculated for each region and a general rating of the regions for this
index is formed [14].
The calculation of the final rating indicators of regional human development and
the determination of the rating of regions on their basis is also carried out in several
stages: the adjustment of indicators to a single measurement scale is carried out by
standardizing their values (depending on the nature of the impact of the indicator on
human development) – for each of the indicators (using separate formulas for
indicators-stimulants and indicators-disabling); calculation of the index for each region
as the sum of the corresponding standardization indicators that are corrected using the
coefficients of the "weight" and parameters of the correction coefficients [14].
Thus, at present, the main regulatory documents formally fix the method of
calculating indicators for monitoring the development of regions in the context of the
goals of regional information management in Ukraine, can be considered a decree of
the Cabinet of Ministers of Ukraine No. 856 [9] and No. 1029 [14].
Note that the method of calculating the index of competitiveness of regions and
the regional human development index stipulated by Resolution No. 1029, is the result
of the development of the relevant methodology and algorithms for calculating integral
