Improving methodological support for monitoring regional development
The need for further improvement of the procedures and methods for assessing
and monitoring the development of the regions of Ukraine is due to the adoption (by
the decree of the Cabinet of Ministers of Ukraine No. 385 of September 6, 2014) of the
New State Regional Development Strategy for the period until 2020 [21]. This
document indicates that due to changes in the socio-economic development of the state,
the international economy due to the global crisis, there was a need to reduce the list
of priorities for regional development in order to concentrate financial resources on the
main tasks that will have a systematic and long-term impact on the development of
regions and the national economy as a whole. According to the results of a detailed
analysis of the main trends in the socio-economic development of the regions over the
past 20 years and the problems existing in the field of regional policy, the goals and
priorities of the state regional policy of Ukraine until 2020 are determined (Table 2).
In this regard, it is necessary to note another document adopted by the
Government in December 2017 - Decree of the Cabinet of Ministers of Ukraine No.
1089 of December 20, 2017. “On Amendments to the State Regional Development
Strategy for the Period up to 2020”, which is aimed at improving the system monitoring
and evaluating the effectiveness of the implementation of the State Regional
Development Strategy for the period up to 2020, ensuring the timely identification of
regional development problems and improving the quality of management decisions
