Development Strategy, monitoring of the achievement of the goals and priorities
defined by the strategy is introduced. Monitoring and evaluation of the effectiveness
of the implementation of the strategy are carried out by the Ministry of Regional
Development with the involvement of public associations and scientific institutions,
all-Ukrainian associations of local governments in accordance with the Procedure for
the development of the State Strategy for Regional Development of Ukraine and the
action plan for its implementation, as well as monitoring and evaluation of the
effectiveness of implementation of an action plan (approved by the Cabinet of
Ministers of Ukraine No. 931 dated 11.11.2015) [23]. The expected results of the
implementation of the Strategy are reflected as relevant indicators. In the framework
of the implementation of strategic goals, priorities and the implementation of the tasks
of the state regional policy, a list of annual indicators has been defined (including in a
regional context), the Strategy is aimed at achieving the predicted values [22].

Providing a general positive description of the methods for assessing and
monitoring trends and changes in regional development vectors, which are now
developed and applied in the regional management system in Ukraine, we should agree
with the opinion of experts who believe that the competitive advantages of territories
are formed in the field of producing knowledge, which, in turn, are reflected in
innovations. At the same time, the modern development of society (human capital)
includes not only the ability to collect and accumulate information, but also the ability
to transform it into knowledge that can be applied to the practical solution of strategic
tasks of economic development. Moreover, the structure of economic relations of the
21st century will be dominated not only by human, but also by intellectual capital,
which is realized mainly in intangible products and assets [24; 25]. Since the transition
from the industrial to the post-industrial informational stage of development in the
paradigm of the knowledge economy becomes categorical, it must be taken into
account in methods for assessing trends and monitoring regional development.
