The study of contemporary regional information management problems also
convinces the need to identify indicators in the process of evaluating and monitoring
the development of regions (respectively, in assessment and monitoring methods and
approaches) that directly track the distribution of information and communication
technologies in certain regions of the country, as well as the effects of these
technologies for the socio-economic development of regions. In continuation of the
tradition, taking into account the modern features of the practice of building and
applying orders and monitoring methods (clarified in the research process) of regional
development, integral assessments and calculations of indicators can be used for such
studies, which (as in the case of calculating regional competitiveness indices, regional
human development) are as close as possible to the methodologies, are already used in
the global statistical and research practice, in particular to assess the level of
development of the knowledge economy , the information society and its economy, the
level of development of information, communication, computer technology, as well as
their impact on the socio-economic development (regions).
The entire set of the most common composite indices (in particular, coverage of
countries and parameters), which are used in modern global statistical and research
practice for the integral characteristics of the level of development of the knowledge
economy, information economy and its structural elements, level of technology
development, can be represented by several groups:
– indices that assess the state of the knowledge economy: the knowledge economy
index (The Knowledge Economy Index proposed by the World Bank in the Knowledge
Assessment Methodology program), the knowledge society index (The Index of
Knowledge Societies, developed in the Methodology for Defining a Country in the
Development of a Knowledge Society, Department of Economic and Social
Development of the UN Secretariat) and the Global Knowledge Economy Index
(Global Index Knowledge Economy, designed to assess the country's readiness for the
development of a knowledge-based economy, in accordance with the Methodology
Proposed by the United Nations Economic Commission for Europe);
– indices used directly for assessing the development of the society’s information
system: the Information Society Index (calculated by the International Data
Corporation in association with the World Times), the Global Innovation Index
(INSEAD, Cornell University and World Intellectual Property Organization), the
international innovation index BCG (International Innovation Index BCG -
calculations and publication of experts of the Boston Consulting Group), the innovation
potential index (Innovation Capacity Index proposed by the experts of the Europe
Business School) European Innovation Scoreboard Summary Innovation Index,
calculated by experts of the EU Commission according to EUROSTAT data;
