development index (E-Government Development The Index developed under the UN 
Public Administration Program (UNPAP)), the Information and Communication 
Technology Development Index (ICT Development Index is calculated using the 
methodology of the UN Special Division - International Telecommunication Union), 
the Digital Access Index (Digital Access Index is also developed by experts of the 
International Telecommunication Union), the technological achievement index 
(Technology Achievement Index is used by UNDP), the network readiness index 
(Networked Readiness Index was published by the World Economic Forum, the 
INSEAD and Samuel Curtis Johnson Graduate School of Management take part in the 
calculations), as well as Digital Opportunity Index, ICT Opportunity Index, ICT 
Diffusion Index, etc. 

Taking into account the peculiarities of the method of calculating these indices 

for assessing the socio-economic development of regions in the system of regional 
information management, the Knowledge Economy Index (KEI) can be applied [26; 
27; 28; 29]. In order to calculate the KEI for the regions of Ukraine, it is advisable to 
use a simplified information set of indicators (Table 3). An important role in adapting 
the methodology for calculating an KEI of a knowledge-based economy is played by 
the selection of adequate national statistical indicators for the regions that would retain 
the original meaning of the original indicator and were in the official statistical 
reporting [5; 6; 30]. With this in mind, you can use the simplified information content 
of the KEI for the regions of Ukraine (Table 3).
