Synthetic index of regional development is proposed to be calculated as a linear
combination of sub-indices and corresponding weighting coefficients using the
formula [31, p. 69]:

when calculating the synthetic index.
Weighting factors can be determined on the basis of expert research methods, by
which they understand a complex of logical and mathematical statistical methods and
procedures aimed at obtaining information from specialists (experts) necessary to
prepare and select rational decisions [31, p. 69]. According to the results of calculations
of regional indices of KEI and synthetic index of regional development, groups of
regions and their rating can be determined using one of the methods, which are defined
in Decree No. 1029 [14].
CONCLUSION
Achieving the objectives of regional information management requires
appropriate methodological support for the assessment and monitoring of regional
development.
The role and importance of assessing and monitoring regional development
indicators in the regional information management system should not be
underestimated. The use of monitoring of the implementation of strategic development
plans for the region and assessing targets will increase the competitiveness of the
administrative and territorial unit by analyzing the achievements and failures that
occurred in the period under review and shaping changes in the approaches to their
implementation in the future to achieve the planned result. This means that the activity
is measured in order to obtain information, which in the future will be used to improve
the quality of management decisions in the process of implementing the strategy.
However, monitoring and evaluation are different tools for measuring the activities of
the one that has been completed and the one that is going on in the way of the
implementation of the planned projects [32, p. 211].
Changes in orders and methodologies for assessing and monitoring the socio-
economic development of the regions of Ukraine during 2004–2017 took place in
accordance with changes in approaches, principles, goals, objectives, main directions
of state administration in the field of regional development, in particular regional
policy. The introduction of appropriate procedures or methodologies for assessing the
