They cover the issue of the effective use of national capacities (agrarian, scientific and
technological, intellectual and social, information and communication, territorial and
transit, natural resource and production). The next strategic development scenario is
comprehensive and focused on strengthening the country's position through the prism
of international standards and ratings. This formed the basis for ensuring the national
balance of strategic economic development, taking into account the features of the
methodical tools of international indices.
Research results.
Let's take in attention the results of the ranking on the complexity of doing
business, formed by the International Finance Corporation, which is part of the World
Bank. This technique allows you to evaluate the economy of each individual country,
taking into account ten criteria, the most important of which are the ease of opening a
new business, obtaining loans and protecting the rights of investors.
The general idea of this rating - to combine all its indicators - are the fundamental
factors of the business climate, which applies if not all, the vast majority of business
entities. The position of each country in the rating of the favorable conditions for doing
business is determined by streamlining the aggregate score obtained by a country by
the distance from the advanced frontier in ten directions. Each of the directions consists
of several indicators that have the same meaning for the indicator. Guided by the main
objective of providing an objective basis for understanding and improving the legal
environment for local enterprises around the world, the project runs through a thorough
scientific review process that ensures the quality and efficiency of the data.
According to Doing Business from the World Bank Group [2] in 2016, Ukraine
ranked 83rd among 189 countries worldwide. Compared to the year of 2015 (96th
place), the indicator has improved by 13 positions. In 2017, Ukraine ranked 80th in
terms of the rating, thus improving the previous year's performance by 3 rating
positions.
The gradual improvement of the Doing Business indicator is also observed in
2018. Thus, according to the published data, Ukraine occupies 71 positions, which is
better than the level of the indicator in 2017 by 5 positions.
So, for 2014-2018 Ukraine has risen in the Doing Business rating by 20 positions,
which is positive. At the same time, the most alarming indicators affecting the indicated
indicator are: execution of contracts; protection of investors' rights; ineffective
bankruptcy law. These are the criteria that most influenced the position of Ukraine in
the formation of ratings in 2014-2018.
The undisputed leader in terms of ease of doing business in 2016-2018 is New
Zealand.
