According to the rating of IDI 2018, Ukraine ranks only 49th position with a rank
of 3.42 among the developing world's economies. The indicator is lower than the data
for 2013. The reasons for reducing inclusive growth in Ukraine are long-term hostilities
in the eastern part of the country. This reduces the effect of economic development,
which has a very negative effect on the least well-off segments of the population. In
search of better living conditions and opportunities for personal development, talented
young people leave Ukraine. The main negative sub-index is the highest level of
inequality in the welfare of the population. Along with this, the fact remains that the
inequality of income and poverty are not very high indicators. The system of education
and provision of knowledge in Ukraine is inclusive growth, with a rather high level of
opportunities for students from different socio-economic levels.
Index of development of information and communication technologies (ICT
Development Index). In December 2016, the Ministry of Economic Development and
Trade of Ukraine presented the project Digital Aidge Ukraine 2020 [12] the current
model of policy directions, priority areas and initiatives and the project "digitalization"
of Ukraine for the next 3 years.
The study of the genesis and the emergence of a digital economy should begin
with an information and communication technological revolution. Today in Ukraine
the powerful imperative changes in the economy have become more precise in its
dictation. First of all, it concerns the storage, transmission and security of information.
Information and communication technological revolution is the formation and
introduction of a set of methods, production processes and software and hardware
integrated with the purpose of collecting, processing, storing, disseminating, displaying
and using information for the benefit of its users.
The project "Digital Agenda of Ukraine - 2020" [12] outlines the main principles
of the development of the digital space for the development of the digital economy.
