The virtual economy - is a special economic space, an environment in which the
e-business is implemented, that is, an economy based on the use of interactive
capabilities. Such an economy is often called the new economy, to emphasize its
present, distinction from the old, traditional economy [12].
Considerable attention in the international arena is paid to the level of
development of the digital economy. Today is exploring the development of
information and communication technologies (ICT) in different countries of the world
International Telecommunication Union. ITU experts make up the index of ICT
development index. According to the ICT DI index rating in 2017, it is determined that
Iceland is the leader (Table 5).

It is followed by two countries and one economy in the Asia-Pacific region. Next
six European countries, characterized by the presence of competitive markets for
information and communication technologies. At the same time, in the field of ICT
there is a high level of inflow of investments and innovations.
According to ICT index rating index, Ukraine in 2017 took only 79th place. It
should be noted that today in Ukraine there is an intensification of the "digital divide"
in comparison with the developed countries of the world. The key strategic goal of the
country's development is the formation of the digital economy. This is possible due to
