The goal of the study is to identify the causes of increasing civilian casualties in
wars and armed conflicts, as well as to develop possible ways and proposals for their
decrease (prevention).
Research results. Peculiarities of current and predictable wars (armed
conflicts). Experts [8, 10, 22-30] find in it a number of characteristics that may belong
to the wars and armed conflicts of the future, namely:
changing both the philosophy and the art of warfare, the goal of the war is not the
physical destruction of the enemy, their armed forces, but the achievement of the
internal collapse of the enemy's forces, forcing him to surrender by creating the
impossibility of further resistance;
eliminating distinctions between war, politics and economy, information and
cyber-actions, military and civilian populations;
appearing of new areas of confrontation, which are associated with the
introduction of new technologies;
regarding cyberspace as the fifth theater of military operations (along with land,
sea, air and space) (Figure 2);
irregular, hybrid security threats come from non-state actors, as well as from
countries that purposefully generate or unintended support such threats;
