similar procedures; international participation, cooperation and the formation of
unions.
The activities carried out within the framework of the Bologna process are worthy
of note which attaches great importance to the development of distance and continuous
education the main task of which is to formulate specifically the availability of
education ensuring during a human being’s life. First of all this applies to postgraduate
forms of training that are supposed to be made available at any time and anywhere in
Europe as soon as possible. New tools for organization of separate directions of
functioning of higher education are introduced. There are changes in the content of
education, in particular, taking into account the interests of employers which makes
European higher education more pragmatic and increasingly oriented to the labor
market. The two-stage system allows to reduce the “production” cycle of education,
carrying out mass training at the basic level and selective, mainly paid, on the next. It
is anticipated that all this will ensure the competitiveness of European education.
Analysis of the current state and trends of higher education system in the United
States and in the most developed European countries makes it possible to conclude that
the introduction of new pedagogical technologies is of utmost importance at the present
stage of the development of higher education among which special priority is given to
competence approach which guarantees, above all, the departure from purely
informative and reproductive learning method. Hence, it is no coincidence that
educational systems of advanced states modeled on the basis of a competent approach
aim at taking into account the unique individuality of the participants in the educational
process with their value orientations, social guidelines, physiological and spiritual
needs. It is as a result of the interaction of participants in the educational process, their
physical, intellectual, social and spiritual peculiarities that the formation of a person as
a carrier of various competencies, capable of knowingly and constructively acting in a
new society takes place.
Analysis of state documents concerning the educational policy of foreign
countries in the new millennium indicates that at the present stage of development of
society the human capital acquires special importance the essence of which is
manifested in predicting the model of a new person with a certain list of not only
professional but also necessary for his/her life civic, social, business and personal
qualities, as well as relevant competencies. In this regard, J. Raven, one of the founders
of competence approach in English education states: “Modern society and modern
organization are in dire need of people who are ready to work when they need to be
highly adaptable, ready for new tasks and innovations that are personally interested in
raising the efficiency of work, in perspective planning, and also willing to take personal
responsibility and correct mistakes ” [5, p. 12-13].
