for the consideration of the relationship between the structural elements of the
processes, material flows and the discovery of new interdependencies; it allows
procedurally, by means of deterministic or stochastic algorithms of the corresponding
methods, to evaluate the problem and suggest a series of solutions, from which
procedurally and with the involvement of appropriate techniques of the mathematical
apparatus or e.g., system analysis, the optimal management solution is chosen.
Research results. There may be hundreds of employees in the staff of
organizations, so it is difficult to keep track of the workers’ number. Thus, the
questions arise: which of the workers faces expiration date of the PPE wear, who needs
the date extension, and who will have their overalls written down and be provided with
the new ones. As a rule, an employer, in accordance with the General Standards and
sectoral ones for PPE provision, issues an order for the wholesale purchase of the
required PPE at par. Therefore, given that the large volumes of work, territories, objects
are encompassed, to calculate the required amount of special clothing for a year ahead,
of certain sizes and look, is quite difficult and takes a lot of time. The use of software
for PPE inventory, with the automation of the workplaces of an accountant and / or of
a specialist in occupational safety, such as the "Occupational Safety: 1 C Enterprise"
complex is quite expensive even for a small number of workers, and is a
disadvantageous solution to this problem. Therefore, as a rule, inventory is performed
by means of the cards in the structural units with the control of the dates and the order
of PPE separately, which leads to uncertainty in the purchase of PPE and lack of
planned work when making orders in the cases of PPE deficit under the conditions of
exposure of employees to hazardous and harmful production factors.
Unfortunately, current situation in the field of PPE inventory suggests that there
exists a lack of keeping the accounts of dangerous and harmful factors under the
changes in new techniques and the use of new equipment as well as the impact of
workers’ vacations, workforce reduction and workers’ dismissal, the number of jobs
with hazardous and harmful working conditions, period of workability, violation of
regulations for jobs involving a high degree of danger in accordance with work permits
or gross mistakes in the issuing of internal orders by those in charge of PPE provision
and inventory, lack of operational planning of the necessary amount of personal
protective equipment.
A large data array of anthropometric parameters of workers, static and dynamic,
normative and actual need for PPE, in real production practice can be overestimated or
undervalued at a considerable variation resulting in: at a narrow range - minimization
and not taking into account all significant parameters and, accordingly, the criteria of
optimality and target functions and an appropriate order for PPE, at a wide range –
inventory of warehouse stocks of overalls and special footwear, periodicity of change
and provision of new PPE [3].
